Though there was much criticism of our War Staff organisation before and during the war, it may be asked why were not the direct criticisms of Lord JelUcoe's handling of the Grand Fleet at Jutland forthcoming at the time ? The answer is that there is a real distinction between criticism of a system of administration, or even of the Board of Admiralty, and an Admiral or General in charge of fighting forces.
There is nothing so detrimental as criticism of a command, if it does not achieve its object at once. It undermines the prestige and authority of the leader both with the country and his comrades, and it heartens the enemy. We had a bitter experience of this danger in the Crimean War when the Commander-in-Chief remained at his post. There can be only one method while that course is pursued, and that is, for the man who is convinced that a mistaken line of action is being pursued to remain silent or even to go so far as to strengthen the position of the war leader rather than to weaken it.
